Selling in Saudi Arabia: distributors, retail and marketplaces
Saudi Arabia is the largest consumer market of the Gulf, with large construction and infrastructure programmes, growing retail and fast-growing online sales. Importers and distributors in Riyadh, Jeddah and Dammam supply retail chains, contractors and projects across the country.
We work in Saudi Arabia with local partners. Documents prepared for the EU are often a good basis for test evidence, but every product must go through the Saudi SABER conformity platform before it is cleared, and the importer must start that process.
How B2B buying works in Saudi Arabia
Buyers are mainly importers and distributors, often family-owned trading groups that hold agencies for several brands, plus retail chains and hypermarkets, electronics and home retailers, online retailers, contractors and suppliers to large government-related projects. Orders can be large, but buyers usually test a supplier with samples and a first smaller order.
Relationships and trust matter. Buyers expect personal contact, quick answers, competitive prices and real support with SABER registration. Many ask for exclusive rights for the whole Kingdom; agreements on territory, targets and exclusivity should be written carefully.
What Chinese suppliers often get wrong
The most common mistake is to ship before the SABER steps are done. Products are registered on the SABER platform: regulated products need a product certificate, valid for one year, and a shipment certificate for each consignment, based on SASO technical regulations; other products need a shipment certificate or an importer self-declaration. The importer starts the request, not the factory. Labels also matter: warnings and safety instructions must be in Arabic, or Arabic and English, and the origin must be marked as “Made in …”. Goods that do not meet the rules can be re-exported or destroyed at the importer’s cost. We explain these requirements and check them per product; certificates are issued by approved bodies.
How we approach Saudi Arabia
With local partners we identify importers, distributors, retail buyers and contractors that already handle your category, and check the SABER route for your products before any shipment. We prepare an offer in English, with Arabic product information and label texts where needed, and follow up every contact. Contracts with buyers are signed in your name, and every introduced buyer is registered in the shared CRM.

Frequently asked questions
What is SABER certification for Saudi Arabia?
SABER is the Saudi online platform for product conformity. Regulated products need a product certificate, valid for one year, and a shipment certificate for each consignment, based on SASO technical regulations; other products need a shipment certificate or importer self-declaration. The importer starts the request, and approved bodies issue the certificates.
Can my factory apply for SABER itself?
No, the request is started by the Saudi importer. Your factory provides test reports, technical files and product details. We help you prepare these documents so the importer can apply without delays.
Do labels need to be in Arabic?
Warnings and safety instructions must be in Arabic, or Arabic and English, and manuals follow the same rule. Other markings follow the relevant SASO standard. The country of origin must be marked as “Made in …”.
Do I need a company in Saudi Arabia?
No. You can sell to local importers without your own company; they handle import, VAT and SABER registration. Many buyers ask for a distribution agreement with a defined territory, which we help you prepare.
Should I start in Saudi Arabia or in the UAE?
The UAE is often easier as a first step because Dubai importers re-distribute to other markets. Saudi Arabia has larger consumer and project demand but its own registration steps. The market assessment compares both for your category.
How do Saudi buyers usually pay?
New importers often pay by deposit and balance before shipment, or by letter of credit. Payment after delivery usually comes only after several orders. The buyer pays you directly.
