Hardware and building materials: selling to European buyers

Hardware and building materials: selling to European buyers

Hardware and building materials are bought in Europe by professionals who need the right documents on site: a declaration of performance, a CE mark where a harmonised standard exists, and instructions in the local language. We find builders’ merchants, DIY chains, distributors and installers for your products, and we make sure the paperwork matches what they must show their customers.

How European buyers buy hardware and building materials

Most building products in Europe reach the site through builders’ merchants and specialist distributors. They supply contractors, installers and small builders from local branches and expect fast delivery, technical support and stable stock. Many merchants buy through national buying groups, which negotiate listings centrally for hundreds of branches. DIY chains and their online shops serve private renovators and smaller trades, and buy either directly or through importers.

The season follows the weather. Building and renovation peak from spring to autumn, so DIY chains and merchants fix their spring listings in autumn and winter. Professional products such as fixings, sealants, insulation, tiles or sanitary fittings sell all year but are listed for a year or longer once approved. Large construction fairs, such as BAU in Munich, held every two years, are where many distributors look for new product lines.

Approval is slow, but loyalty is high. A merchant will not list a product if its declaration of performance does not match the harmonised standard, if test reports are old or from an unknown lab, or if the installer cannot get technical answers in the local language. Once listed, a reliable product can stay in the range for years. For this reason the first months are spent on documents, samples and test installations rather than on large orders.

Chinese suppliers fail when they treat building products like consumer goods: a CE mark without a declaration of performance, missing installation instructions, or no stock in Europe to cover a delayed container. They succeed with complete technical files, consistent quality from batch to batch and a European partner who handles questions from merchants and installers. Our group sells hand tools, garden machinery and DIY products to European business customers, and we use this experience when we approach merchants for you.

EU rules for hardware and building materials

Which rule applies depends on the product: construction products follow the CPR, power tools follow machinery rules, and hand tools and fittings sold to consumers follow the GPSR.

RuleWhat it means for youWhat we do
Construction Products Regulation (EU) 2024/3110The new CPR applies mostly from 8 January 2026 and replaces Regulation 305/2011 step by step, as new harmonised standards are published. Until then many products still follow the old CPR standards. We check which regime and which standard applies to each of your products.
Declaration of performance and CE markingWhere a harmonised standard or European Assessment Document exists, the manufacturer issues a declaration of performance and puts the CE mark on the product. Without a harmonised standard, CE under the CPR is not used.We review your declaration, test reports and labels against the standard named in them.
Machinery rules for power toolsElectric and petrol power tools follow the Machinery Directive 2006/42/EC; the Machinery Regulation (EU) 2023/1230 applies from 20 January 2027. Electrical safety and EMC rules apply as well.We check the technical file and declaration and tell you what to update for the new regulation.
GPSR (EU) 2023/988Consumer hardware such as hand tools, ladders and fittings needs an EU economic operator named on the product, packaging or document. Our EU company can act as the responsible economic operator under our EU Compliance package.
REACHRestricted substances in coatings, plastics, sealants and rubber parts; SVHC information if above limits. We ask for chemical data and safety data sheets for chemical products.
Packaging, WEEE and batteriesPackaging EPR in each country and the PPWR from 12 August 2026; electric tools and batteries also need WEEE and battery registrations. We arrange registrations through verified partners and check labels.

This table explains the requirements. Final conformity assessment is the responsibility of the manufacturer and, where required, notified or technical assessment bodies.

Frequently asked questions

What certificates do building materials need to export to Europe?

Building materials covered by a harmonised European standard need a declaration of performance and a CE mark under the Construction Products Regulation. Depending on the product, a notified body may have to test or certify it. Products without a harmonised standard follow national rules or the general safety rules.

What changes with the new CPR?

The new Regulation (EU) 2024/3110 applies mostly from 8 January 2026. It replaces the old regulation step by step as new standards are published, adds environmental information and stricter duties for manufacturers. We check for each product whether the old or new rules apply now.

Do power tools follow the CPR?

No. Power tools follow the machinery rules plus electrical safety and EMC. The Machinery Directive applies until the new Machinery Regulation applies from 20 January 2027, so new models should already be prepared for it.

How do we find building-materials distributors in Europe?

We search and qualify them for you: builders’ merchants, buying groups, DIY chains, specialist distributors and installers in our first markets. We check their range, branches and payment record, then introduce only suitable ones. You see every contact in the CRM report.

Why do merchants take so long to list a new product?

Because they are responsible to installers and building owners. They check the documents, test samples and often ask installers to try the product first. Once a product is listed, it usually stays in the range for a long time.

Do we need stock in Europe?

It helps a lot. Merchants and installers expect delivery in days, not weeks. We can keep stock in our Polish warehouse and deliver small lots while larger buyers order containers.
